'02 Boxster Intermittent Low Beam Issue

My low beam will work now and then when switching on. The parking, fogs, high beams lights all work well. But the low beams only work sometimes. Usually after the switch is on for a bit they'll come on. Once on, they don't go off unless switched off, and they don't seem to be effected by vibration, so I don't think anything is loose. I've replaced both low beam bulbs, and the Headlight Switch, no change same symptoms. Wiring all looks good. When the low beams won't turn, only the passing high beams work, but don't work when switching to high beam. Kind of stumped on this one. It is possible it could be in the high beam switch?
