Headlight tint material

The previous owner of my car covered the headlights with that thin plastic like material specifically made to tint the headlights. When I purchased the car, I noticed that it was starting to bubble around the edges. I got the phone number to a company that sells this material via Pelican Parts and called them. The said to apply heat from heat gun or hair dryer and it will come off. NOT SO...

Has anyone found a product that will remove this material and not harm the headlights??
