From an electronics standpoint I'm sure you can buy a variable resistor or potentiometer and you could hook inline to the wire that runs the spoiler up and down and change the speed the computer sees.

Then again it's probalbly a digital signal and that won't work. Somebody who is an electrical wiz should have a look at the book and let us all know.

I agree there isn't much need for it over that speed. If you wanna raise and lower it easily get the switch kit that moves it to your dash.
