Horn repair fail-suggestions needed

97 base model

No horn, no fuse in horn slot (B3).
Connect fuse horn sounds immediately without pressure on it.
Dissembled airbag and put "o rings" on the four corners of the bracket.
Notice brown wire should connect on the right side of the steering wheel off off the wiring clip has been cut and no longer completes the circuit.
Re-solder wire to repair the circuit.
Reassembled the airbag.
Reconnected battery and re-inserted B3 fuse.
Horn comes on immediately.

Now no start. Turns over, no start.

What did I do? Something alarm related? Is there even an alarm?

What the heck?
