Horn repair fail-suggestions needed
 

97 base model

No horn, no fuse in horn slot (B3).
Connect fuse horn sounds immediately without pressure on it.
Dissembled airbag and put "o rings" on the four corners of the bracket.
Notice brown wire should connect on the right side of the steering wheel off off the wiring clip has been cut and no longer completes the circuit.
Re-solder wire to repair the circuit.
Reassembled the airbag.
Reconnected battery and re-inserted B3 fuse.
Horn comes on immediately.

Now no start. Turns over, no start.

What did I do? Something alarm related? Is there even an alarm?

I've not heard about your issue before, but I can only think that plugging in a Durametric tool and running diagnostics might lead you to the source of the problem, or a the very least help you rule out possible causes. Sorry I could not be more help to you.

There is also a relay under the dash, above the fuse panel for the horns;

Sounds like you've shorted something out relative to the start system. Work backwards. Disassemble horn and take out horn/airbag bracket. Now reinsert fuse and see if horn goes off. If it does, something else is shorting out the horn circuit. It is possible a piece of conductive material is laying across the circuit. Maybe it even traces back to the ignition circuit.

UPDATe: Goofball repair guy (me)

The horn repair failed, the the bushings on the bracket were too far gone to be repaired by the 0-rings. Will have to get a new bracket.

Turns out the guy that pulled the fuses (yours truly) pulled C4 (fuel pump) along with B3 (horn)
Replaced C4 and it fired right up.

Unfortunately I started it with the airbag not connected and likely have a airbag idiot light now permanently lit.

Sheesh.

Any source for bracket? Going for about $95 online.

Try Woody... Search for username "itsnotanova" for his parting out thread or send him a PM. He's pretty good with coming up with the required parts at the right price....

Do what I did, besides the 8 orings front and back add four more tiny ones on the actual 17mm hex bolts, that keeps the airbag bracket about 1 mm of the contacts and will work again
