Comes down to how anal you are. If I was to do anything, I would probably sand down the areA and if there is rust, sand blast the rust, self etch primer, regular primer, paint and clear. Airbrush would be helpful. Paint store will tell you the steps and supplies. Only expensive tool is a compressor.

Try to leave as much original paint as possible.

I am sure someone will chime in saying the car needs to be dismantled to stop the cancerous rust. I tend to try and be practical.
