#3. could it be the "lifetime employment" heritage that some Japanese mfrs have with their labor unions? i.e., their labor force is guaranteed a job regardless of market ups/downs and technology changes.
Sounds a lot like GMs "job bank" that has been partially responsible for their current problems, but the origin was a paternalistic attitude towards the employees rather that the easy way out in tough union negotiations.
