Looks like a digital antenna/transmitter. The most common answer I've seen is that it's a detector that gauges traffic flow and detects emergency lights to coordinate the signal light functions.

Would be nice if they could synchronize lights so you don't go from one red light to another red light. All this ********************ing about using fossil fuels yet they can't seem to get these lights to work in tandem as to not waste fuel. Come on green people, get on this!

As a kid we just flashed our lights. Worked great.

I still miss Lawton OK for this reason. The speed limit on most of the main roads was 45, but the entire town's lights were timed for 37 mph. You could drive from one end of town to the other without stopping and nobody sped. I don't get that this is that hard or expensive to set up.

Actually that is a shot spotter. If there is a gunshot or gunshots this system determines the direction and location of the gunshot so police can be directed to the shooter. They are appearing everywhere in cities with violence issues. Nice world we live in huh?

It's actually not a shot spotter, it's an antenna.
Shot spotters are round so they can hear in all directions. It's the round piece at the top of the below picture. The square panels are transceiver antennae.
