I am serious - I have a lighter bank acct to prove it - and that is an ANNUAL fee. It goes down ea yr b/c it's based on the car's value, but I think this yr was $40 cheaper per car than last yr. Since the fee is based on a car's value, I would surmise this is a combination personal property tax/registration charge. If so, they've got you by the cajones. It was the same when I lived in New England.

$75 in Wisconsin, includes an emission check every 2 years. No state inspections.

NC... $25 for registration... $30 for personalized plate... And about $150 for property fee (based on car's value...property tax, really)
