Well it is supposed to be tight enough that it doesnt move separately, rather as a single unit i.e. no rattles.

I just took mine off this past weekend and I believe its just bolts and a plate. There was definitely no rubber but there could have been a few more metal parts that I've forgotten (but I dont think so)

I assume your car used to have aftermarket exhaust - only reason I can think of to pull them off. A lot of the aftermarket mufflers don't have the metal loop to use the bracket.
