There isn't any special procedure for installing the immobilizer, you just attach the cable and screw it down. Are you sure that the key battery is good and that the remote transmitter is actually in the key? Are you sure that the ECU is matched to the immobilizer and key?

Find someone with a spare set that you can use to install in the car to see if its the key/immobilizer/ECU or something else.

Make sure you are fully depressing the clutch pedal.
