New Fuel Door Actuator No Work

Replaced it yesterday and still doesn't work. Have researched high and low for trouble shooting but there really is little after replacing part.
All locking works correctly except that. Since it appears there is no specific fuse/relay that I can see (Bentley) I'm thinking that the Central locking unit just isn't sending a signal to the actuator.

Replacing this thing is a PITA and it just kills me to go through all that and still be at square 1
The only thing I accomplished was cleaning out dirt behind fender liner and buttoning down missing fasteners for the liner to the bumper cover

My advice is unless you are 100% certain the actuator is the problem - Don't bother
