Definitely. I painted a chrome motorcycle fender once and it worked out fine, although I did sandblast it first. I just think that something like a rack will wear quickly where things are strapped on to it, unless perhaps you use some kind of padding as a buffer.
Well, one way to find out! Like Miss Frizzle says.... Take chances, make mistakes, get messy!
I really think a black chrome rack would look boss though.
