Need differential diagnosis for non starter

After 2 days of no use I found a dead battery. Recharged and tested The battery ( indicated " good") and was ok under load testing. However, on turning the key there is nothing- no noises or anything. Does this scenario suggest a bad starter ? I would think I'd get a sound from solenoid or something . Anyone have any thoughts on what's going on?

Turn the headlights on and try to start the car, if they go out when you hit the start position, check the battery cables and battery again.
