NJ MVC has a list of private inspection facilities on their website. I called one shop the guy quoted $65. Made no fuss about the window tint or missing front license plate. All they did was stick the reader in the exhaust and check the fuel cap. I had my sticker in 10 minutes. There are simply too many cars in this state to go through all these inspections.

In Calif emissions testing is every two years with no further vehicle inspection. No smog cert= no registration tag. If the current reg is expired beyond 30 days the car may be towed and impounded.

One of my service techs owned a truck and paid reg fees but was having trouble passing smog. A plate-reader cop spotted the truck, pulled him over and impounded the vehicle, leaving him stranded alongside the road. Sweet. $600 to get his truck back and it still won't pass smog.
