When the air bag frame makes contact with the ground in the steering wheel this is what makes the horn blow. So yes the rubber bushing is part of the horn switch, it is what holds the air bag frame from grounding out.

If you are thinking that the rotors are worn out and causing the issue, maybe you should email ECS first.

I was thinking a combination of roller and ball bearings interlaced might be the solution
