That sounds kind of funny. The tail pipe on the car is a little rusty. Is there anything that will take the rust off and polish it so it looks new and shiny

For a polished ALuminum tip I would use Blue Magic, or Meguiars NXT Metal Polisher (more aggressive).
Chrome Tip I always used Eagle One Wire and rim cleaner to get the burned yellowing look out. Be sure to use on a COLD tailpipe, and use some elbow grease.
You also can try "Barkeeper's (or Bartender's) Helper". It is a mild abrasive. It cleaned up my car's muffler and tailpipe, even removed baked on oil. Nice shiny finish. I'd advise to use rubber gloves as it contains oxalic acid. I bought a can at the local supermarket. You can use cold water and a wash cloth. A power tool is not required.
