It is just regular tint for tail lights and headlights found on ebay for $10. Not the same tint used on windows.

The person just cut it out himself with a razor after sticking it on.

I did the same with my Tail lights. It takes patience to apply the tint and get it smooth. I did it by cleaning the light. Spray a soapy water mixture onto the light. Apply the tint while the light is dripping wet with soap and water. Then use a heat gun or hair dryer to make the tint stick and shrink. Use a credit card and gently push the creases and air bubbles out while you are doing this. Apply the tint from the middle or flattest part of the light and continue going around from there. Then use a razor to cut out the tint you don't want.

It is legal the way it is in that picture because the signal lights still "shine" orange and the headlight is not blocked by tint. Just the fog lights. Fog lights and signals can be tinted any color as long as the color of the light when it is ON stays the same.
