Yes the cheap tester will not erase the history, the Durametric will. You have to look at your emissions label there is what's called the 49 state emissions and there's a California 50 state legal emissions. State law requires you to have whatever the car came with.

There are plenty out there. There is actually a thread on the cheap $15 obd2 bluetooth ones that you can install a app on your phone and monitor the functions including the readiness test and whether they are performed or not. If i remember later i will post a picture of the screen that shows whether the test are complete or not.

This is from the torque app on my phone with the $15 bluetooth connector.

Just drive until the readiness test are complete...
