What is the exhaust heat shield on the bumper made of?

Hi, does anybody know what the exhaust heat shield on the bumper is made of? I'm trying to clean mine.

I had all-ways assumed the stainless steel "wrap" around the the exhaust tip did the job and the bumper was plain old polyurethane. I don't think the pipe is all that hot is it? The bumper material can handle well over 130 f.
