Actually, you can chrome plate plastic and it is done quite often. Most cars' grills are chrome plated plastic (at least the newer cars...from BMW to Buick). A lot of consumer products sport chrome plated plastics too (buttons, etc). The steps are exactly the same as you would use to chrome plate metal, except for an added step of etching the plastic with something to allow the plating process to stick to the plastic.

I'd say that if it is indeed chrome plated, then I'd have to side with the seller unless it specifically said chrome plated metal in his ad.
