It's really up to each state. There are no laws in Illinois that say you can't have children in the front if it's a two seater. Likewise rear facing child seats are a no-no in the front.
I think a 7 year old ,and older, with a booster should be okay in the front for short little trips around the neighborhood. I do that with my oldest little girl (she's 7)... not my 4 year old though. I wouldn't however take my 7 year old on the interstate... anything over 45-50... I wouldn't feel safe. Regardless of the airbags being activated or not, it's just the fact that we're in a small car etc...
