Coolant condensation on...

I have the updated coolant cap with P/N 01 at the end. See att. a picture from under plastic floor under both coolant & oil caps. looks like there is some white stuff on bolts of that part that I don't know what is is, maybe a pressure relief valve. Does it sounds a leaking oring or something like that?
