Its a M14 so buy yourself a 13mm HSS drill bit with 135degree(not 118degree) and a punch. Punch to mark the dead center of the bolt to pilot that drill bit. Drill with straight arms bud.

If you are not confident that you've punch/mark the 'center' of that bold, start with a 12mm drill bit and move over the 13mm. You should be left with 0.5 side wall on that bolt... wiggle the wheel and all should break loose.

Removing the stud from the hub afterward may be as easy as with a pair of vise-grip or as complicated as needing to weld a hex nut over it to remove it. Based on luck (and rust!)

ps: add protection to the wheel/paint before. Cylindrical plastic tube of some sort
