My '97 had this issue and it WAS a broken bakelite shift selector valve. If you want to know for sure you can drop the pan and look. If it's not broken you can just assemble and reseal. Replacement is not too difficult if you've done some internal automotive maintenance before, but getting everything reassembled correctly will require the shop manual for torque specs. Refilling the transmission is a pain and takes around 10 liters of fluid.
