After recleaning the ICV and smoke testing the car still had a high and hanging idle. Turns out my throttle cable was as just the right angle to not fully come to a close smh. This took WAY too much time for such a simple thing. Nothing at all would have hinted that the cable wasn’t routed quite right.
Oh well, glad to have that behind me and now I have a smoke machine.
