Update.
Guess what caused it? I would never got there if I was not deep cleaning the car.
Just by my "attention to details" I noticed that one pin on the black connector to the climate control unit sits a bit further than others.
Pulled the connector out, fixed the lock on the pin, pushed it back in, reinserted the connector, and all of sudden I can hear a motor spinning.
I reconnected the arm to the flap and temp mixing flap is working fine.
The PCM timeout is, I bet, radio related.
It is a problem on the long run?
