Original water pump?

It sounds as if that gasket is the original installed when the engine was built. It is also the gasket for the oil pump housing next to the water pump and that part of the gasket stays put when replacing the water pump.
When I swapped out my water pump, I found it was still attached to the engine after removing the pump. I just bent it back and forth until it let go from metal fatigue and installed a new metal gasket with my new Pierburg pump.
As for the notched tool, it is used to install a new thermostat in your old thermostat housing.
When I changed to a low temperature thermostat, it was already installed in a new thermostat housing. I just had to remove my old housing and bolt on the new one.
