I successfully removed the power steering pump pulley by doing the following:
1. Left the Serpentine belt on the pulley when removed the bolts.
2. Used the impact cordless drill with M12 socket to remove the bolts with a few taps on the bolt head.
3. Pulled the pulley out by hands. Had to wiggle a few times for it to come out.

Installed the pulley on the power steering pump:
1. Used a screwdriver to align one bolt hole on the pulley and the pump.
2. Pushed the pulley far enough to get all three bolts started.
3. Equally tightened (a half turn at a time) all three bolts until the pulley was snug fit.
4. Installed the Serpentine belt.
5. Torqued to 15 ft-lb all three bolts.

Note: I had to remove and flip the power steering pump pulley because the pulley was not aligned causing the Serpentine belt ridden on the edge of the pulley. It turned out the pulley was installed backward from the last dealer repair. After flipped and re-installed the pulley, it is perfectly aligned.
