P0410, P1411, SAI system failure, will not keep car from starting (could be bad air pump, but likely bad vacuum or valve)
P0446. EVAP purge valve
Would these account for issue as described?

The EVAP purge valve is why your car won't start after fueling. Could also be gas cap.
