Problem with this whole scenario is that it depends on speed 
alone as being an indication of whether or not one is a safe driver.
Some of the worst drivers I've ever witnessed were also the slowest ones.  Speed is not a reliable indicator, but it 
is one that will be misused if this ever really happens.
