P1121 Oxygen Sensor Heating 2 After Catalytic Converter - Below Lower Limit
P0410 Secondary Air Injection System - Signal Implausible (Cylinders 1 - 3)
P1411 Secondary Air Injection System - Signal Implausible (Cylinders 4 - 6)
It seems that this car has two separate issues. The first three codes are O2 sensor related whereas the last two codes are SAI related.
The O2 codes can affect engine performance and should be investigated and repaired. The SAI codes are only emissions related and should not affect engine performance.
Budgeting $1000 for the codes is probably reasonable for a shop to diagnose and repair whatever might be wrong. Same for the $500 to replace the keys and have them re-programmed.
None of these issues would be a deal breaker for me but I definitely wouldn't pay a premium for a car with these types of existing issues either (if it was me, I'd be offering $2000 under KBB). I say this mainly because if there are obvious areas of deferred maintenance, you can be sure that there are other maintenance/repairs that the current owner skipped but just aren't as obvious as the CEL's and non-functional key.
With all of this being said, PLEASE get a good pre-purchase inspection! The PPI will tell you exactly what you might be getting into and an approximate estimate of the repair costs.
