The connectors on the back of the cluster have a kind of geared locking mechanism. If the lever isn't fully in the "open" position when you install the connector, you can lock the connector in the "closed" position without the connector being seated properly. So, it may seem like it is in, but in reality the terminals are not far enough in to make contact.

Like the other guys have said, just pull the cluster up far enough to get at the connectors, unlatch the levers on the connectors fully, then seat them and lock the levers in. You should be good to go then.
