The heater core is always hot. The heater core flap blocks it off on lower temp settings and gradually opens to allow air to flow over it as you raise the temp relative to the ambient cabin temp.

Remove the center console facia and center vent. Look at the heater core flap and see if it's missing foam. Next, run the climate control from low temp to high temp while watching the flap. It should move gradually as you adjust temp. Report back with results.
