I've never asked my ins agent about DEs. Hear diff stories whether they would or wouldn't cover DEs (I have State Farm). The first yr I crossed my fingers and tooks my chances. Then the first DE the next yr, someone slid off the track and pancaked the side of his 3 yr old CS. In the 2+ yrs since, I've seen 3 other cars wrecked at DEs. After seeing the results of that first wreck, I decided to do track w/e ins with Locton. It adds around $250 to the cost of the w/e, but it gives me peace of mind.

Lot of things happen out there.

Not sure how I feel about the prospective felon. A bit sorry but he had his fun and didn't consider the risk he was taking. Now he has to pay the piper (in a big way) and it will be a massive stain on his life. I work for an ins company (hint: Wild Kingdom), they take fraud very seriously.
