I'll check all those things. The cap appears to be fine, though I should probably replace it just for good measure due to the age and mileage of the car. It is pushing down on the tab-thingy when it's tightened down, though not much. The tab seems not to spring back up very well when cap is loosened.
I now remember I was shown the valve unit in the right fender awhile back as a possible culprit for the fuel smell. Another thing to check and possibly replace.
