First did you get a written quote ?
If you did and they did not contact you they should have to stick with their quote in writing.
If you did not get a written quote, shame on you...always get a written quote
Leaving the two statements above out a shop should always call you in on anything that goes outside of the original quote verbal or written. I could see a 2% variance ...broken bolt , gasket etc....but not this.
