To the best of my understanding the answer would be no, this would not be considered tampering with the ECU because the owner did not modify the software inside the ECU and the ECU was originally programmed by the automaker to automatically make some range of adjustment.

In other words, ECU fuel/air mixture compensation IS part of the normal parameters (to the extent provided by the manufacturer).
