I assume that you mean the rubber "gasket" that is in the steering column trim?  All you need to do is cut a hole in the one that is there.  There are marks molded into the back side of the rubber gasket that shows where to cut.  It takes about a minute with a hobby knife or sharp box cutter.  You could probably cut it with a sharp scissors as well.
 
I do have that gasket that was from a car that had the OBC from the factory, and it almost looks like they just tore the center of the gasket out.
