Here in California all they care about is emissions compliance so a CEL is a big no-no if you're trying to register a vehicle.
If fact, I am surprised that CA hasn't mandated remote satellite reporting of CEL's so they know as soon as you get one and can start sending threatening compliance letters. I'm sure that its coming soon.
