I would plug.

Go to a harware store and look for some type of plastic plug for the bottom and paint with some touch-up paint.

To fill-in and repair the bumper your probably looking at a week with no car and a $1,800 bill when you pick it up. Or Earl Shy will paint the whole car for $200!

My point is to do it correctly you'll spend some coinage. If your want to spend that much, check out TriGem2K's 1999 GT3 OEM bumper. It looks awesome and is OEM.
