check the switch.

I had a similar problem. All the lights except for the head lights worked, even the high beams worked.

I pulled the switch (takes about 10 min tops) and sprayed it with electrical contact cleaner. Spray the cleaner into the shaft and work the switch in all positions.

That did the trick for me. It may be a temporary fix and probably will need to replace the switch at some point. The run around $125 online
