They didn't omit the rule. The Texas Legislature forgot to specify the punishment. It used to be a class C misdemeanor in Texas (up to $200 fine). The type of misdemeanor determines what court holds jurisdiction. Without a clearly defined punishment range, they can't determine what level of offense has been committed. I have my front plate on a tow hook license frame under the front seat ready for quick install if needed.
