If only the disgust stopped there! Often traffic lights & speed limits are changed on the current roads to slow travel on these "competing" roads & encourage toll road usage.
I have read about this being done in Dallas in the past. I also have 1st hand experience of Texas revenue enhancement techniques in Calhoun county.
