You have said that the tires have been rebalanced several times? Were they wrong the second time, third time?
I had a truck that had a bad tire- it would shift weight/ balance. The shop could balance tire and I would drive it 10 miles or so and vibration would start go back in and tire would be off at least a 1/2 ounce. They swapped tire out and fixed problem.
Have your wheels checked with out taking of wieghts to see if they have changed.
