I'm not too far from you, on Vancouver Island; same kind of weather. When I drove my car in the winter I used to get it all the time.

The obvious one is to make sure your AC is on, to dry the air in the car. What I also found helped big time was to remove the wind deflector during the winter. That let the dry air circulate back there a lot better. Hope it helps!
