Only if it is enforced, which I highly doubt it will.

So keep changing lanes with out signaling, keep running those red lights, and camping in the left lane, no one of authority is gonna stop you.

My commute is on surface streets. But when I'm on the hwy I am no more than 2-4 mph over the limit.
