The problem was that the gentleman mounted the ballast right onto his Lexus' ECU.
The high voltage created by the ballast/ transformer can generate an electromagnetic field that can affect the ECU.
It's not just aftermarket ballasts that do that. They all do, so it's important where they are placed.
I install these (aftermarket HID and LED DRLs) on a regular basis and have never had an issue.

I recommend installing the ballasts and transformer right onto the headlight assembly.
It is far from any of the sensitive electronic components and also allows for easy removal of the headlight.
