Most likely moisture-ridden fluid. Brake fluid will actually pull moisture from the air. That's why there is a 2-yr. service interval on it.

There is also the possibility that your master cylinder is at issue.

No easy check except to swap the fluid and see if things improve. If not, suspect the mc.
