Yea, that's for the whole assembly incl. housing. The factory manual details just swapping the t-stat. It includes using a special tool - basically a drift to compress the t-stat which is then turned to pull free from the housing, installation being the reverse.
The problem may be that the t-stat alone is not much less than the whole assembly -
